TENDER NOTICE
PURCHASE OF VEHICLE

Sealed tenders are invited from GST/IT registered firms/suppliers/manufacturers/assemblers for supply of vehicle for the on going Project (Chamalang Development of Coal Project) of Geological Survey of Pakistan as per specifications and terms & conditions mentioned in Tender Documents which can be obtained from the office of undersigned during office hours.           Tender documents also can be downloaded from www.gsp.gov.pk and .www.ppra.gov.pk.

Interested parties should submit their bids in close Cover marked on envelope for Purchase of Vehicles in Pak Rupees inclusive of all taxes (i.e. GST/I. Tax/WH. Tax source, C&F/F.O.R. Quetta along with 2.5% earnest money in shape of draft/pay order in the name of Director General, Geological Survey of Pakistan, Quetta. The Bids should be unconditional and valid for           60 days and also accompany with copies of Income Tax, General Sales Tax registration certificate etc. valid up to 30th June 2010 and Distribution/Dealership certificate and should have the certified authority for supply of vehicles from the manufacturer of sole distributor. The quotation should be accompanied with Broachers, Specification and Guide Book etc. after sale service facilities and earliest Time of delivery and Warranty for at least ONE year for replacement of parts & service free of  any charge at Quetta. The manufacturer/assembler/dealer should have to make it convenient for inspection of vehicles before handing over and must be brand new free from any manufacturing defect. After receiving the supply order supplier should complete the order within specified period otherwise 2% penalty will be imposed as fine.
The Bids will be received up to 28.05.2010 by 9.30 AM. in the office of the Project Director and will be opened on the same day in the presence of the interested parties or their representatives at 10.30AM.
The Competent Authority reserves the right to accept or reject any/ all bids partly or totally with out assigning any reason, reduce or increase the Quantity according to the needs of the department and not necessary to accept the lowest tender on technical grounds etc.

TERMS & CONDITIONS

1. The supplier shall be deemed to have satisfied himself before submitting his tender as to the corrections and sufficiency of the rates quoted by him which shall accept so far as it is otherwise provided in the supply order cover all his obligations under the supply order.
2. The delivery should be with in specified period otherwise 2% penalty will be imposed as fine.
3. These specifications and conditions take precedence and decision of component authority shall be final in case of variance or any about is interpretation.
4. Original invoice delivery latter and warranty certificate of the manufacturer to prove the genuine of the machinery/spare parts/bits will be provided by the supplier both for imported and local made and attached with the final bill.
5. Interested parties should submit their bids for items with relevant broachures on unit base FOR Quetta indicating the quoted items marked on envelops in separate covers in Pak Rupees inclusive of all taxes e.g. GST, I.T, Customs Duty etc. with 2.5 earnest money in the shape of Draft/Pay Order in the name of Director General Geological Survey of Pakistan Quetta.
6. The bids should be unconditional valid for 120 days and accompany with I.T, GST Registration Certificates, Distribution/Dealership/Authorization Certificates.
7. Conditional payment terms/mode of payment by the bidders for Advance or partial payments would not be entertained. Full payment would be released after successful Commissioning/Testing / Installation by the principals has been conducted for GSP in Pakistan & equipment performance found satisfactory by the Technical Evaluation & Purchase Committee of GSP.
8. The selection would be based on the technical evaluation/assessment of the best package/configuration comprising their proper specifications and therefore would not be constrained for acceptances of necessarily the lowest offer after technical scrutiny by the competent authority.
9. Detailed and explicit technical description and literature of the quoted item(s) to be provided for a prompt system assessment without spending much time on follow up petty queries.
10. The bids will be received up to 28.5.2010 till 9:30 a.m. and would be opened on the same day at 10:30 a.m. by the purchase committee in the presence of the bidding parties or their representatives whoever was present. In case the last date falls on a public holiday on any law & order situation or any other unavoidable circumstances accrue; then the tender will be opened on the next working day.
11. Sales Tax shall be deducted an amount equal to one fifth of the total sales tax shown in the sales tax invoice issued by the supplier and balance of the amount be paid to supplier.
12. The Competent Authority reserves the right to fully or partially accept or reject any bid(s), partly or totally reduce or increase the quantity of items or annual the entire bidding process at any time and competent authority shall on request communicate to any supplier or contractor who submitted a bid or proposal or the ground for its rejection of all bid/bids or proposals, but is not required to justify those grounds.
