TENDER NOTICE

PURCHASE OF SCANNING ELECTRON MICROSCOPE

Sealed tenders are invited from GST/IT registered firms/suppliers/ manufactures/assemblers for the on going project (Up-gradation and Strengthening of Geoscience Advance Research Laboratories) of the Geological Survey of Pakistan, Islamabad as per specifications given below and further details can be downloaded from www.gsp.gov.pk and www.ppra.org.pk  :-

Scanning Electron Microscope with Energy Dispersive Analyzer (SEM-EDS). EDS without using liquid nitrogen (Dry).

  • System should be operate-able into modes of operation, high vacuum and low vacuum selected via software.
  • Maximum Resolution at HV mode: 3 nm (30 kV), LV mode: 4.0 nm (30 kV).
  • Accelerating voltage: 0.3 to 30kV
  • Magnification should be:  5x to 300,000x
  • Low vacuum range: 10-270 Pa
  • EDS: Dry (without using liquid nitrogen) Microanalysis System; Energy Resolution should be 129eV.
  • Electron gun should be Pre-centered tungsten filament, Gun bias: Seamless auto bias, Condenser lens: Zoom condenser lens, Objective lens: Super conical objective lens. Objective aperture: 3 stages with XY fine control, Image shift: ±50μm（WD 10 mm） Detector: High sensitivity semiconductor backscattered electron detector.
  • Specimen chamber:  Maximum sample size should be 203 mm diameter.
  • Specimen stage: X: 0 to 125 mm, Y:0 to 100 mm, Z: 5mm to 80 mm, Rotation: 360 degrees, Tilt: -10 to 90 degrees, Maximum view area: 178 mm diameter, Motorized stage: 5 (X, Y, Z, R, T) standard
  • Image display system: Windows® 7, Viewing monitor: 24″ LCD, Image storage format: BMP, TIFF, JPEG.
  • Vacuum system: Fully automated vacuum system, Oil diffusion pump: 420 lit/sec. Rotary pump: 100 lit/sec.
  • 7 KV imported UPS and color laser jet printer.
  • Two Years consumables spares should be quoted with detail.
  • Auto fine coater.

  TERMS AND CONDITIONS

Interested parties should submit their closed cover bids marked on envelop for purchase of Scanning Electron Microscope (SEM) in Pak Rupees inclusive of all Taxes (i. e., GST, Tax/WH. Tax etc.). With holding tax will be deducted as per Government Rules from the bill/invoice at source, C&F/F. O. R. Islamabad along with 2.5% earnest money in shape of Draft/pay order in the name of Controlling Officer, Up-Gradation and Strengthening Geoscience Advance Research Laboratories Project, Geological Survey of Pakistan, Islamabad.  The bids should comprise a single package containing two separate envelopes. Each envelope shall contain separately the Financial Proposal and the Technical Proposal. The envelopes shall be marked as “FINANCIAL PROPOSAL” and “TEHNICAL PROPOSAL” in bold and legible letters to avoid confusion. Initially, only the envelope marked “TECHNICAL PROPOSAL” shall be opened and the envelope marked as “FINANCIAL PROPOSAL” shall be retained in the custody of the Controlling Officer without being opened (for detail see S.R.O.432(I)/2004;dated June 09,2004). The bids should be unconditional, valid for 120 days and also accompany with copies of Income Tax, GST registration certificates etc., valid up to SIX MONTHS TIME and Distribution/Dealership certificate and should have the certified authority for supply of instruments from the manufacturer or sole distributor.  The quotation should be accompanied with Brochures, Specifications and Guide Book etc., after sale service facilities, earliest time of delivery and Warranty for at least one year for replacement of parts and service free of any charge at the stations mentioned above.  The manufacturer/assembler/dealer will have to make it convenient for inspection of instruments before handing over and must be brand new and free from any manufacturing defect.  After receiving the supply order, the supplier should complete the order within 45 days otherwise 2% penalty will be imposed as fine.
    
                The bids must be received up to 03-05-2010 by 1100 hours and only Technical Bids will be opened on the same day in the presence of the interested parties or their representatives at 1130 hours. Financial Bids of only technically qualifying bidders will be opened on Tuesday 04 May 2010 at 1130 hours.

The Controlling Officer reserves the right to accept or reject any/all bids partly or totally without assigning any reason, reduce or increase the quantity according to the needs of the department and not necessary to accept the lower tender on technical ground etc.
